L. David Richardson

L. David Richardson provides contract advisory services to government contractors and attorneys in the practice of government contract law. As an industry consultant, he provides various services that include interpreting and applying procurement regulations, evaluating contract-related accounting and management systems, pricing of claims, training, and litigation support services. He has served as an expert witness on contract accounting, costs, pricing, and administration issues and has assisted in the preparation of cross-examination, briefs, and testimony. Mr. Richardson has been appointed to the Panel of Arbitrators of the American Arbitration Association.

Mr. Richardson has been a cost consultant and/or expert witness in connection with more than a dozen bid protest cases before the General Accounting Office and the General Services Administration Board of Contract Appeals.

Prior to becoming a consultant to industry, he was employed by the Defense Contract Audit Agency. As a DCAA auditor, he was responsible for a variety of contract audit assignments including indirect cost rates, incurred cost submissions, claims, defective pricing reviews, and determining compliance with government procurement regulations and Cost Accounting Standards. While employed by DCAA, he was assigned to the Investigation Support Division where he provided contract accounting advisory services to the Department of Justice, the Defense Criminal Investigative Service, and other federal investigative agencies in matters concerning alleged government procurement fraud.

Mr. Richardson is a frequent speaker before accounting and industry associations, including the Institute of Internal Auditors, Institute of Management Accountants, and the National Contract Management Association. He is a past member of the adjunct faculty at the University of Maryland where he instructed a graduate course focusing on cost, managerial, and government contract accounting and contract administration.

He is a member of the American Institute of Certified Public Accountants and past Chairman of the Greater Washington Society of Certified Public Accountants Government Contracting Committee. Mr. Richardson is a member of the National Contract Management Association and co-author of the organization's 1994 National Education Seminar - Commercial, Environmental, and International Contracting: An Evolving Focus.

Mr. Richardson earned undergraduate degrees in accountancy and biology from the University of Central Florida and an M.B.A. from the University of Tampa. He has also completed several contract audit courses offered by the Defense Contract Audit Institute.
